Public Works Superintendent
The Public Works Superintendent is appointed and removed by the City Council. This position works under the supervision of the Mayor to plan, develop, coordinate, and organize the City’s municipal public works activities, operating within local, state, and federal guidelines. The Superintendent oversees all aspects of public works including streets, parks, water, wastewater, building, and zoning. Strong leadership and planning skills are essential in managing operations and maintenance in these areas.
Essential Job Functions
Responsibilities:
- Serves as the City’s contact for Public Works matters and may represent the City on boards or committees as assigned.
- Oversees maintenance and construction of streets, alleys, storm sewers, bridges, and sidewalks.
- Oversees the operation, repair, and compliance of water and wastewater systems.
- Responds to public questions/complaints in a timely and courteous manner.
- Keeps the Mayor and City Council informed on all Public Works matters.
- Assists the Mayor in strategic planning, capital improvements, and equipment purchases.
- Develops Public Works policies and presents them to the City Council.
- Ensures employee safety through training and enforcement of safety procedures.
- Prepares and manages department budgets and expenditures.
- Enforces zoning, subdivision, and building codes.
- Attends Planning & Zoning, Board of Adjustment, and City Council meetings unless excused.
- Conducts sewer maintenance, sign placement, mowing, tree removal, and facility cleanup.
- Performs snow removal and street repairs.
- Installs and maintains traffic signs and barricades.
- Performs equipment and vehicle maintenance.
- Constructs and repairs city structures as needed.
- Maintains reliable and punctual attendance.
- Responds to emergencies outside regular hours.
- Maintains a positive and respectful attitude.
- Performs other duties as assigned by the Mayor.
Physical Requirements
- Lift/move: up to 100 lbs occasionally, 75 lbs regularly, 50 lbs frequently and overhead.
- Stand, walk, and bend for extended periods.
- Use hands and arms frequently.
- Must have: hearing, near/far/depth/color vision, spatial awareness.
- Traverse rough terrain and weather conditions.
- Climb stairs and ladders.
Supervisory Responsibilities
- Directs and supervises full-time and part-time Public Works staff.
- Maintains a professional work environment and resolves complaints.
Required Knowledge, Skills, and Abilities
- Knowledge of construction, infrastructure, and utility systems.
- Ability to operate tools and equipment in public works functions.
- Familiarity with city, state, and federal regulations, including OSHA.
- Strong leadership and management skills.
- Effective communication with the public and city officials.
- Ability to interpret technical plans, laws, and codes.
- Proficiency with office technology (computer, copier, etc.).
Education / Experience
- Required: High school diploma or GED.
- Preferred: Associate’s degree + 5 years of experience.
- Equivalent combinations of education and experience are acceptable.
Licenses / Certifications
- Valid Iowa Class B CDL with air brakes.
- Iowa Grade 1 Water Distribution & Treatment Certification within 12 months.
- Iowa Grade 2 Certification within 12 months of eligibility or hire.
Working Conditions
- Mix of office and field work.
- Physical activity: standing, walking, lifting, bending.
- Exposure to weather, noise, dust, chemicals, traffic, and potential hazards.
